मुझे ताज्जुब यह होता है कि लोकतंत्र को अपनाने के बाद भी यह शब्द ‘राजनीति’ हमसे चिपका हुआ कैसे रह गया ! यह शब्द जिस नीति की बात करता है, वह तो राजतंत्र में हुआ करती थी. राज में आने की नीति, राज करने की नीति. राजतंत्र के लिए होती है-राजनीति. अब वहाँ राज में आने के लिए सब कुछ जायज बताया गया था- भाई को मार दो, बाप को मार दो, निर्दोष जनता को मार दो, कुटिलता और छल करो, जनता को बेवकूफ बनाओ, डराओ. सब जायज था.
लोकतंत्र में ‘लोकनीति’ हुआ करती है. इस तंत्र में राजा नहीं होता है, जनता का चुना हुआ व्यक्ति शासन चलाता है. शासन करता नहीं है, चलाता है. राज नहीं करता है, शासन की जिम्मेदारी उठाता है. उसे महत्त्व तो मिलता है पर राज करने के लिए नहीं बल्कि जनता के सेवा करने के कारण, विकास की योजनाओं को लागू करने के कारण. उसे लोगों के हित की नीति-लोकनीति पर काम करना होता है.
लेकिन भारत में कुछ बड़ी गड़बड़ हो गई है. ऐतिहासिक दुर्घटना हो गई है. आजादी के नाम पर सत्ता हस्तांतरण मात्र होने से गलतफहमी हो गई है. ऐसा लगा कि एक राजा गया, नया राजा आ गया है. बस राजा बनने का तरीका बदला है. अब तलवार की बजाय वोट से राजा बनेगा. लेकिन बनेगा राजा. राज करेगा. सेवा नहीं करेगा. बस लोकतंत्र की चासनी है ऊपर, अंदर राजतंत्र वैसे का वैसा है, जैसा अंग्रेज छोड़ गए थे. केवल कुछ शब्द इधर उधर किये, गलत अनुवाद किये और नया तंत्र आ गया. राजतंत्रात्मक लोकतंत्र. यह भारतीय या एशियाई आविष्कार है-राजनीति शास्त्र में !
समस्या यहीं है. हम अभी भी मनोभाव से राजतंत्र में जी रहे हैं और राजनीति उसी का परिणाम है. हम राजा बना रहे हैं तो कौन नहीं बनना चाहेगा. और जब राजा बनना है तो राजनीति. राज में किसी भी कीमत पर आने की नीति-पैसे से, जाति से, छल से, बल से. और राज में आ जाने के बाद राजा की तरह जीवन. मनमानी, खजाने की लूट, जनता पर रौब.
लोकतंत्र में लोकनीति होती है. वही होनी चाहिए. लोककल्याण की नीति. राजनीति शब्द को ही हमारे शासन की डिक्शनरी से विदा करना होगा. अभी बहुत काम बाकी है पर हम करके रहेंगे.
